Thomas P. Hogan, Esq.
Thomas Papa

Thomas P. Hogan is a co-founder and Managing Director of F/S Capitol Consulting LLC, and is a partner in Hogan Law Associates LLP. After co-founding these companies in 1999, Mr. Hogan managed his state lobbying practice in Rhode Island, and provided legal services through Hogan Law Associates. In 2001, when he moved to Washington, DC and expanded F/S Capitol's business to include a federal lobbying practice. He now manages the federal practice and oversees F/S Capitol's state lobbying efforts and Hogan Law Associate's legal matters in his home-state of Rhode Island.

Since 1999, Mr. Hogan has represented clients on Capitol Hill on issues including transportation and infrastructure, energy and climate change, appropriations, education, and health care. He advises clients on strengthening relationships, cultivating coalition partners, and raising the political and public profile clients and issues in Washington, DC. Mr. Hogan represents clients' interests in organizations including the Democratic and Republican Congressional Campaign Committees, the three Governors Associations and four Attorneys General Associations.

As Managing Partner of Hogan Law Associates, LLC, Mr. Hogan provides legal services to Rhode Island clients on various issues including regulatory matters, federal and state ethics laws, and gifts and campaign finance law. Mr. Hogan has written and taught courses on lobbying and ethics for corporate clients as well as for the Rhode Island Bar Association Government Lawyers Committee. He also represents corporations' and organizations' interests before the State Attorneys General Associations. Mr. Hogan has been involved in negotiations and strategy in connection with multi-state litigation involving States' Attorneys General.

From 1988 to 1999, Mr. Hogan was a member of a prestigious law firm in Rhode Island and served as legal and legislative counsel to national corporations and trade associations. He participated in landmark legislation in the Rhode Island State House on issues including banking, environmental issues, transportation, tax reform, and health insurance and hospital conversion law.

Mr. Hogan graduated from Providence College in 1984, and earned a J.D. from Suffolk Law School in Boston in 1987. He served as a Judicial Law Clerk to the Honorable Florence K. Murray of the Rhode Island Supreme Court. He is a member of the Rhode Island and Massachusetts Bars.

Mr. Hogan appears regularly on CBS TV (WUSA), CCTV, the Jim Bohannon Show, WTOP New Radio in Washington, DC, and other national syndicated news programs as a political commentator. He lives in Chevy Chase, MD with his wife, Dr. Sheilah Lynch, and their two daughters Mary Kate and Elle Grace.

Carolyn Murray
Carolyn Murray

Carolyn Murray joined F/S Capitol Consulting, LLC in 2001. As Senior Director, Ms. Murray is responsible for managing the State Government Relations practice at F/S Capitol's Rhode Island office, one of the state's largest lobbying firms.

Ms. Murray provides representation for major corporations in addition to state and national trade associations. She has been involved in issues regarding energy, financial services, transportation, excise taxes, alcohol, gaming, tobacco, automobile and motorcycles, highway safety, food and nutrition, fireworks and public safety, and soft drink and bottled water issues. Ms. Murray has also coordinated the logistics of a successful statewide issue campaign that blended the use of print and radio media, polling, social media and grassroots lobbying efforts.

Keeping a daily presence at the State House during the legislative session, Ms. Murray works closely with leadership, committee chairs, and rank and file members to forge strong relationships and ensure positive outcomes for clients. Ms. Murray places a premium on compliance, ethics, filing and reporting, and she fiercely protects the integrity and reputation of both clients and the firm in a challenging regulatory environment.

Ms. Murray is a 1983 graduate of Providence College. She is a member of Women Ending Hunger at the Rhode Island Community Food Bank and serves on the Board of Directors at the Marymount Country Day School.

Thomas Papa
Thomas Papa

Thomas Papa joined F/S Capitol Consulting, LLC in 2008 as an Associate Director of the State Government Relations practice in the firm's Rhode Island office.

Mr. Papa specializes in state government relations with experience in matters including automobiles, tobacco, alcohol, labor issues, food and nutrition, soft drink and bottled water issues, energy, highway safety, environmental concerns, and fireworks and public safety. Mr. Papa assists clients on state issues relative to the challenges government and the private sector face in ensuring public safety and the delivery of services in challenging economic times. Mr. Papa has also helped organize a successful statewide issue campaign that blended the use of media, lobbying and grassroots efforts.

Mr. Papa's experience comes after concluding a distinguished career as a City of Woonsocket fire fighter, having attained the rank of Captain in the Fire Marshal's office. His experience included enforcement and advocacy concerning nationally recognized revisions to fire code laws following one of the nation's worst fire disasters at a Rhode Island nightclub. In addition, Mr. Papa gained extensive government relations experience serving as a Legislative Agent for Rhode Island State Association of Fire Fighters. In this capacity, he drafted legislation, testified, handled finance and budget issues, and was involved in a hard fought veto and override matters.

Mr. Papa received his Bachelor's Degree from Roger Williams University. He is Past President of Local #732 of the International Association of Fire Fighters and the first President of the Museum of Work and Culture Preservation Foundation in Woonsocket, RI.

Karen S. Sierpina
Karen Seirpina
Karen S. Sierpina is an Associate Director. She represents clients on a range of federal administrative and legislative issues.

Ms. Sierpina works on education, health and appropriations issues and works closely with House and Senate members and staff. Ms. Sierpina has presented "Capitol Hill Update on Education Legislation" to education trade groups in Mobile, Alabama, Albuquerque, New Mexico and in Washington, DC. She focuses on issues including Individuals with Disabilities Education Act, child nutrition, Head Start and pupil transportation. Ms. Sierpina has implemented on behalf of clients Federal Legislative Conferences in Washington, DC which include presentations and meetings with members of Congress, federal agencies such as the Department of Transportation, Department of Labor and Department of Education and related industry leaders. Ms. Sierpina also directs monthly conference calls and legislative updates for clients across the country. Ms. Sierpina has worked with clients to secure Appropriations funding and grant funding from Federal Agencies.

Prior to joining F/S Capitol Consulting, Ms. Sierpina was a member of the Executive Education staff at the John F. Kennedy School of Government, Harvard University. Ms. Sierpina previously worked as a legislative aide. Ms. Sierpina received a Bachelor of Arts degree in Political Science from Saint Anselm College.

Michelle Grossman
Karen Seirpina
Michelle Grossman joined F/S Capitol Consulting, LLC's Washington, DC office as an Associate Director after working for several years on Capitol Hill. Ms. Grossman advises clients on both a federal and state level on issues including appropriations, transportation, foreign aid, water, education, health care, development, energy and environment.

Prior to joining F/S Capitol Consulting, Ms. Grossman served as Counsel to the Senate Judiciary Committee under Chairman, and subsequently Ranking Member, Arlen Specter. In that position, she was responsibly primarily for immigration and courts policy, as well as some criminal policy work. She was involved in legislation at each step of the process: writing legislation, negotiating agreements, seeing the legislation through floor action, and finally through conference committee.

Before joining the Senate Judiciary Committee, Ms. Grossman worked for Congressman Elton Gallegly, ultimately serving as his Legislative Director. In that position she has responsibility for managing the Congressman's legislative agenda on issues including: appropriations, transportation, energy, telecommunications, IP, water, education, health care, banking and the environment.

Prior to her service on Capitol Hill, Ms. Grossman worked as Deputy Campaign Director and then as Counsel to D.C. Councilmember David Catania. As an aide to the Councilman, she worked on his legal agenda, including the successful school choice initiative and public housing privatization.

Ms. Grossman received her J.D. from the University of Texas School of Law in 2002 and received her B.A. from Trinity University 1999.

Elizabeth Gray
Elizabeth Gray

Elizabeth Gray is an Assistant Director focusing on providing high quality client service on federal issues in the Washington, D.C. office. She manages Capitol Hill duties for the firm's clients in the energy sector, education, and transportation. In addition to facilitating Hill and agency meetings with key members and staff, Ms. Gray closely monitors legislation, Congressional hearings, and activities both on and off the Hill that impact clients' interests. She also conducts research and analysis of legislative issues and writes regular newsletters and updates to clients and their membership.

Prior to joining F/S Capitol, Ms. Gray served as an intern in the Office of the House Majority Whip James E. Clyburn (D-SC) where she gained valuable experience handling the daily demands of working in a leadership office. Ms. Gray is a native of Columbia, South Carolina and a graduate of the University of the South in Sewanee, Tennessee.
